GIACC ADVISORY COUNCIL

The purpose of the Advisory Council

The purpose of the GIACC Advisory Council is to advise on the following issues:

How the GIACC network can achieve its objective to “promote the implementation of anti-corruption measures as an integral part of government, corporate and project management”.
How the GIACC Resource Centre can be improved.

The Council comprises:

Two members appointed by GIACC International.
One member appointed by each GIACC national affiliate.
International members, who are individuals who:
- have significant international standing; and
- have extensive experience in the infrastructure, construction and engineering sectors; and
- have made a significant contribution to fighting corruption in the infrastructure, construction and engineering sectors.

Advisory Council Members

Felix Atume (Nigeria) (International member):

Felix Atume is Secretary General of the Federation of African Organisations of Engineers, member of the Anti-Corruption Standing Committee of the World Federation of Engineering Organisations, Registrar of the Council for the Regulation of Engineering in Nigeria, and a Senior Lecturer in Highways Engineering and Transportation with the Federal University of Technology, Nigeria. He was previously Chairman of the Nigerian Society of Engineers (NSE), Makurdi Branch, Executive Secretary of the NSE, Director of Benue State Rural Development Agency, and Honourable Commissioner for Works in the Benue State Executive Council. He is a civil engineer, and is Principal Partner of AD Team Ltd, Highways and Transportation engineers. He has an M.Sc in Highways Engineering and Transportation from Ahmadu Bello University, Zaria, an MBA from Benue State University, and is an alumnus of the Nigerian National Institute for Policy and Strategic Studies. He has received many awards of excellence from the Nigerian Society of Engineers, and helped draft the Nigerian Public Procurement Act. He organised several workshops on the Campaign Against Corruption in Engineering Projects in Nigeria.

Kamel Ayadi (Tunisia) (International member):

Kamel Ayadi is Immediate Past President of the World Federation of Engineering Organisations (WFEO), Chairman of WFEO’s Anti-Corruption Standing Committee, and Past President of the Tunisian Order of Engineers. He is a member of the Tunisian Senate. He was previously Secretary of State in the Tunisian Government, President of the Tunisian National Authority of Regulation of Telecommunications, Head of the International Co-operation Department at the Waste Water Department (ONAS), and Director of Technical Co-operation. He is a civil engineer. Other memberships include: Strategy Council of the United Nations Global Alliance for ICT Development; UN Task Force for Science and Innovation; World Innovation Forum; Pan American Academy of Engineering; WSIS Civil Society Bureau (science and technology); American Society of Civil Engineers Committee on Global Principals for Professional Conduct, and Brookings Science and Technology Panel for the Arab Report on Science and Technology. He is Co-Chair of the UNESCO Task Force co-ordinating publication of the Engineering Report. He has written more than 50 papers and lectured in more than 60 conferences.

Emilio M. Colón (Puerto Rico) (International member):

Emilio Colón is President of the World Council of Civil Engineers, and is a member of the World Federation of Engineering Organisation’s Anti-Corruption Standing Committee. He was previously treasurer of the Pan American Federation of Engineering Societies (UPADI). He was Co-ordinator and Professor of the Masters in Engineering Management program at the Polytechnic University of Puerto Rico, Executive Director of the Puerto Rico Aqueducts and Sewers Authority, and Assistant Secretary for Planning of the Puerto Rico Department of Natural Resources. He has a Doctorate and Master’s Degrees in Environmental Engineering from Rensselaer Polytechnic Institute in Troy, New York, and a Bachelor in Science in Civil Engineering and Juris Doctor from the University of Puerto Rico. He is an engineer, specialising in water resources, drought management, environmental compliance, surveying and planning. He is an active member of various professional bodies including WFEO, UPADI, AIDIS, AWWA, ASCE, CIAPR, AAAS, Sigma Xi and Tau Beta Pi. He is Chairman of the Boards of Caribe Federal Credit Union and the Business Consortium Alliance.

William P. Henry (USA) (International member):

Bill Henry is Past Chair of the American Association of Engineering Societies, and Past President of the American Society of Civil Engineers (ASCE). He is a member of the World Federation of Engineering Organisation’s Anti-Corruption Standing Committee, and Co-Chair of the Asian Civil Engineering Co-ordinating Council’s Anti-Corruption Committee. He formed the ASCE’s Committee on Global Principles for Professional Conduct (GPPC) which developed ASCE’s zero tolerance policy on corruption. GPPC worked with engineering societies world-wide to develop the Engineer’s Charter, which has been signed by over 225 engineering leaders from 50 countries. He has initiated an anti-corruption education and training (ACET) program for the engineering and construction sector. He is a civil engineer specialising in water resources engineering and planning, and has led several major engineering organisations. He has given over 45 presentations on anti-corruption in 14 countries. For his work in developing the Engineer’s Charter, Mr. Henry was recognised by “Engineering News-Record” as one of the Top 25 Newsmakers in the global construction industry in 2005. He received the William H. Wisely American Civil Engineer Award from ASCE in 2001.

Sam Kundishora (Zimbabwe) (International member):

Sam Kundishora is Co-founder and Director of GIACC-Zimbabwe. He is President of the African Engineers Forum, Vice Chairman of the World Federation of Engineering Organisation’s Committee on Information and Communication, a member of the World Council of Civil Engineer’s Executive Council, and Permanent Secretary for the Zimbabwe Ministry of Information and Communication Technology. He was Vice President of the Federation of African Organisations of Engineers, and President of the Zimbabwe Institution of Engineers. He is an electronics, information and communications technology engineer who has worked extensively in academia and industry sectors in Scandinavia and Africa. He was on a team that pioneered the electronic card key used in the hospitality industry the world over. He was a founder member of the network of users of scientific equipment in southern and eastern Africa. He is founder and CEO of the Zimbabwe Academic and Research Network. He has been a consultant to GTZ and UNESCO, and has served on various Boards in academia and industry. He received the State President’s Research Council of Zimbabwe certificate of merit for his contribution to the field of Information and Communication Technology.

Martin Manuhwa (Zimbabwe) (GIACC-Zimbabwe):

Martin Manuhwa is Co-founder and Director of GIACC-Zimbabwe. He is Vice President of the World Council of Civil Engineers where he chairs the committee on Education, Training and Capacity Building. He is a member of the World Federation of Engineering Organisation’s Anti-Corruption Standing Committee, Energy Committee and Capacity Building Committee. He is a founding member of the Engineering Council of Zimbabwe, and is Past President of the Zimbabwe Institution of Engineers (ZIE) and a member of the ZIE Board. He is a member of the African Engineers Forum. He is an electrical and energy construction engineer. He is Managing Director of Industrial Energy Solutions, a company that specialises in energy management and power-line construction projects. He teaches MBA and engineering graduate students at the University of Zimbabwe. His research interest is in the use of Management Information Systems to detect, deter and discourage corruption in construction. His engineering practice is in energy, construction projects, worksite project implementation and management. He has received numerous awards, including the SKF service to engineering award, and the ZIE Institution award.

José Medem (Spain) (International member):

José Medem Sanjuan is Immediate Past President of the World Council of Civil Engineers, Professor Emeritus of Civil Engineering at the Polytechnic University of Madrid, President of the Foundation of Aragón for the Promotion of Infrastructure, Vice-president of the Committee of International Affairs of the Instituto de la Ingeniería de España, and a member of the World Federation of Engineering Organisation’s (WFEO) Anti-Corruption Standing Committee. He is Past President of WFEO, the European Council of Civil Engineers, the European Federation of National Engineering Associations, and the German-Spanish Engineering Association. He was Chairman of the International Advisory Board of the World Engineers’ Convention, and Chairman of the "Demarcación de Madrid" of the Colegio de Ingenieros de Caminos, Canales y Puertos. He is a civil engineer and specialises in civil engineering projects, town planning, worksite management and programming. He has received numerous awards, including the Distinction of the Order of Civil Merit from the King of Spain, the Gold Medal Commemorative of the Change in Tunisia from the President of Tunisia, and the Silver Medal of the Centenary of the Spanish Institute of Engineers.

Tony M. Ridley (UK) (international member):

Tony Ridley is Emeritus Professor of Transport Engineering at Imperial College London, Chairman of the Investment LLP for the UK Government’s Building Schools for the Future programme, member of the Executive Council of the World Federation of Engineering Organisations (WFEO), and member of WFEO’s Anti-Corruption Standing Committee. He was previously Head of the Department of Civil and Environmental Engineering at Imperial College London, President of the Commonwealth Engineers’ Council, President of the Institution of Civil Engineers, International President of the Chartered Institute of Logistics and Transport, a member of Task Force 10 (Science and Technology) of the UN Millennium Project, and Senior Transport Advisor to the London 2012 Olympic bid. He is a civil engineer and has held Managing Director/Chairman/Board Member roles with the Tyne and Wear Passenger Transport Executive, Hong Kong Mass Transit Railway Corporation, London Transport, London Underground, Docklands Light Railway and Eurotunnel. His higher education was at the University of Newcastle, Northwestern University, University of California (Berkeley) and Stanford University. He received the award of Commander of the British Empire (CBE) for services to engineering.

Catherine Stansbury (UK) (GIACC International):

Catherine Stansbury is Co-founder and Director of GIACC. She is a construction lawyer qualified in both England and Hong Kong, and specialises in dispute resolution, bribery and fraud. She has a Masters degree from Oxford University. She practised as a lawyer from 1980 to 2002, and was involved in numerous major construction projects in China, Hong Kong, Singapore, Malaysia, Thailand and Sri Lanka (including airport, road, bridge, power station, industrial, commercial and residential projects). Since 2003, she has been developing and promoting anti-corruption measures for the construction sector. She is co-author of various anti-corruption tools including the GIACC Resource Centre, Project Anti-Corruption System (PACS), Anti-Corruption Training Manual, and Anti-Corruption Code. She has worked on anti-corruption projects with the private and public sectors in several countries. She was from 2006 to 2008 Project Director – Anti-Corruption Systems for Transparency International (UK). She received an award as one of the “Top 25 Newsmakers for 2007” from the “Engineering News-Record” for her work in preventing corruption in the international construction industry.

Neill Stansbury (UK) (GIACC International):

Neill Stansbury is Co-founder and Director of GIACC. He is a construction lawyer who has worked for 25 years in the international infrastructure sector. He is a Member of the World Federation of Engineering Organisation’s Anti-corruption Standing Committee, and is co-founder and Co-ordinator of the UK Anti-Corruption Forum. In 2003, he founded Transparency International (UK)’s anti-corruption initiative in the international construction and engineering industry, and was Project Director, Construction and Engineering of Transparency International (UK) from 2003 until 2008. Since 2003, he has been developing and promoting anti-corruption measures for the construction sector. He is co-author of various anti-corruption tools including the GIACC Resource Centre, Project Anti-Corruption System (PACS), Anti-Corruption Training Manual, and Anti-Corruption Code. He has given anti-corruption presentations and workshops in 20 countries. He received an award as one of the “Top 25 Newsmakers for 2007” from the “Engineering News-Record” for his work in preventing corruption in the international construction industry. He received an award in 2008 as “International Fellow of the Year” from the Zimbabwe Institution of Engineers for his anti-corruption work.

No member of the Council has any liability or responsibility for any debts of, actions taken by, or publications or statements made by, GIACC International or any GIACC affiliate, or for any content on any GIACC website.
